Starhawk, another PS3 Exclusive has the same problem. First off, you can fly in these jets, which are OP by themselves, but all their weapons that make them more OP are just there at the start. The ones that are infamous among Starhawk players are Cluster Bombs, which basically pukes out 4 bombs that nothing on the ground can dodge. Flak, basically a shotgun that again, nothing can dodge, Cloak, which makes you invisible, and the Torpedo, which is the game's equivalent to an Airstrike in COD or the RPG for UC3 on crack. Now, anybody getting these weapons first will demolish the other team and will obviously win. Now back to UC3, take London Underground. Anyone who gets to the akwardly placed RPG, or the Shotgun first will get a big head start. It's also imbalanced because one team, (Villians I think) spawns the closest to both. Anyone disagree?

That would be nice, Not teams of tryhards hogging the power weapons from the start getting 15 free kills.

Maybe have dynamic events that reveal the power weapons or "unleash" them?
A building that gets destroyed has a RPG inside it, stuff like that.

And it is too late in the game to have something this major happen.

They should spawn, say, 4 minutes in the game. Not during the start. In your example, the Heroes get first go at the shotgun (couch, train part), but the villains can easily grab the Mag -5 (top part) and the "hidden" RPG (bar thing). I'm assuming it's placed there because, you know, it's a freaking RPG.

I officially can't stand TDM or Classic anymore. Power Weapons shouldn't even be in Classic if it's based on skill. I was playing a TDM on Chateau and at the beggining, there was a guy with an RPG. I don't even know where the RPG is in this map. TDM is basically a race to the power weapons. I think we should have Matchmaking settings. This way, we coould have things like longer TDMs, and no power weapons, because they last around 5-8 minutes most of the time, which is very short. I don't want 30 min TDMs, but they give us over 10 min for a reason.
