i was really wondering why everyone was absolutely sure the beast had to be someone we already knew.

I think the beast is someone developed by the government. At the end of the game it just kinda forgets about the government if I remember correctly and Moya or whatever her name was abandoned you and told everyone you were the one causing the trouble.
